Srinagar, Jun 01 (KNO): Jammu & Kashmir Civil Engineering Graduates Association (JKCEGA) on Thursday expressed heartfelt gratitude to the Principal Secretary of PW(R&B) department Shailendra Kumar for pioneering revolutionary reforms. As per a statement issued to the news agency—Kashmir News Observer (KNO), JKCEGA held an extraordinary meeting and expressed profound gratitude and admiration to the Principal Secretary of the Public Works (Roads & Buildings) Department for his visionary leadership and the transformative measures implemented under his guidance. Through his exceptional vision, the department has witnessed a remarkable shift towards modernization and efficiency, revolutionizing its operations for the benefit of both employees and the public, the spokesman said. “At the forefront of these groundbreaking initiatives is the development of the JKPWDOMS (Jammu and Kashmir Public Works Department Online Management System). This technological marvel has completely transformed the department by digitizing processes, reducing paperwork, and promoting transparency,” it said. The Principal Secretary's foresight and commitment to harnessing technology for improvement of public service are evident in this commendable achievement. Furthermore, the introduction of the Engineering Manual stands as a testament to Shailendra Kumar’s unwavering dedication to excellence. This comprehensive guide has standardized engineering practices and significantly enhanced the quality of projects undertaken by the department, the statement said. “It serves as an invaluable resource, fostering professionalism and ensuring consistent, high-quality output. In addition to these remarkable initiatives, Shailendra Kumar has spearheaded the formulation of crucial policies such as the road maintenance policy, snow clearance policy, building manual, and bridge manual. These policies have provided a robust framework for decision-making, ensuring the safety, durability, and sustainability of infrastructure projects. His commitment to establishing clear guidelines and best practices has set new standards in the field,” JKCEGA said. Moreover, JKCEGA extended their sincere appreciation for his efforts in recognizing and uplifting the department's engineers. “The timely promotions and long-overdue regularization of engineers after enduring stagnation for approximately 22 years have reinvigorated the workforce. These actions not only acknowledge the engineers' dedication and hard work but also provide them with job security and renewed motivation,” the statement said. Under his leadership, PW(R&B) Department has undergone a profound transformation, the statement said, adding that its operations have become more streamlined, transparent, and accountable, serving as an exemplary model for other government institutions. “His extraordinary vision, coupled with his unwavering commitment to excellence, has laid the foundation for a brighter future.
